This Memorandum of Understanding ("MOU") to develop mutually beneficial programs for the parties' faculty and student populations is entered into between St. Louis Community College ("College"), a political subdivision of the State of Missouri with its administrative offices located at 300 South Broadway, St. Louis, Missouri 63102-2810, USA, and Hunan Normal University ("University") of Changsha, Hunan, China.

Whereas, College and University recognize the growing importance of sharing educational materials, instructional methods, research findings, and institutuional models that will help build lasting ties between the educational communities of the United States and China and

Whereas, College and University recognize the unique strengths and missions of their partner institutions, and

Whereas, College and University agree that their cooperation in this MOU is limited to those matters in which they can excel for the betterment of their respective communities.
